Public Housing Authority (PHA) Grievance Policy

The PHA encourages open communication and aims to resolve disputes promptly and amicably. Except for exclusions listed in Section 2, all disputes involving resident obligations will be handled in accordance with the PHA Grievance Procedures, which are incorporated herein by reference and posted in a conspicuous place in the development office for resident access.

The following disputes are excluded from the formal grievance procedure and will not be subject to informal hearings or formal grievance processes:

  • a. Criminal Activity: Disputes involving any criminal activity that threatens the health, safety, or right to peaceful enjoyment of the premises by other residents or PHA employees.
  • b. Drug-Related Criminal Activity: Disputes concerning any drug-related criminal activity that occurs on or off PHA premises.
  • c. Threatening Behavior: Disputes involving any activity that threatens the health, safety, or right to peaceful enjoyment of the premises by other residents or PHA staff.
  • d. Alcohol Abuse: Disputes related to alcohol abuse that the PHA determines interfere with the health, safety, or right to peaceful enjoyment of the premises by other residents or PHA employees

Residents are entitled to a copy of the full PHA Grievance Procedures upon request. These procedures outline the steps for filing a grievance, requesting a hearing, and understanding the resolution process. They are available at the development office and may be provided digitally or in print upon request.

This policy and the accompanying grievance procedures shall be reviewed periodically and updated as necessary. A current copy will always be posted in a visible and accessible area within the development office for residents to review.
